To win, players must step outside of their comfort zone to gain PP's and accumulate victory points. By doing so in essentially a zero-sum game, they will deny their worthy opponents of Political Points, create friction and conflict, and, if it is a particularly fun and exciting game, lead to a long-term race to the finish for one lucky player. It has been the dynamics of such multiplayer diplomacy and nail-biting resolutions of major battles that have kept playgroups of Empires in Arms hooked ever since the original board game was released. If this is the kind of gameplay new players are looking for, then this is the game for them to play.
